It has never been seen by a visitor, and it can't be fixed by luck or a page reload, the setting is in the page itself.

Every visitor is shown a "Welcome To PV Solar Ireland" popup and has to click Continue before reaching the homepage. Combined with the hidden services section, a visitor's first real content may be very thin.
